Throughout its 145-year history Moscow Pedagogical State University (MPGU) has not only moved up with the times, but has always demonstrated a high potential for advanced development.
MSPU has always been aware of its role and responsibility as the leading pedagogical University in Russia and the USSR, which relies on the best national and global higher education traditions.
Openness, cooperation and co-creation with Russian universities and foreign partners in solving scientific problems, specialist training for general and continuing systems of pedagogical education have always been its most important principles in all spheres.
Training of pedagogical specialists in MPGU is based on the following priorities: a fundamental approach to the study of the subject and psychological and pedagogical disciplines, respect for national history, traditions and personality; awareness of responsibility and importance of pedagogical education as a basic direction in Russian educational system, responsiveness to progressive ideas and demands of society.
The fundamental character of academic training of teachers in the field of natural, social, humanitarian and pedagogical sciences has led to the creation and development of academic schools, represented by world-famous scientists: V.I. Vernadsky, S.A. Chaplygin, V.O. Klyuchevsky, S.M. Soloviev, S.S. Nametkin, P.S. Novikov, S.N. Trubetskoi, N.D. Zelinsky, O.U. Schmidt, K.A. Timiryazev, L.S. Vygotsky, A.F. Losev, I.E. Tamm. The fundamental character of academic qualification at the University has always been combined with high requirements for the educational mission of the faculty — people of a high academic, pedagogical and human culture.
The most important stages in the development of the University are:
— Establishment of Moscow Higher Women’s Courses in 1872, which allowed women in Russia to obtain higher education without leaving the country for the first time ever. Moscow Higher Women’s Courses became the basis for the so-called The Second Moscow State University. Later it was transformed into Moscow State Pedagogical Institute named after V.I. Lenin, which was later renamed to MPGU;
— Establishment of the first pedagogical department in Russia (in the structure of The Second Moscow State University) in 1921 gave rise to the organization and development of an independent direction in the system of higher professional education — pedagogical education;
— Development of different models for teacher training and introduction of the strategy of «self-learning society» and «lifelong learning» resulted in the establishment of the first pedagogical University in the country in 1990 — Moscow State Pedagogical University;
— Inclusion of MPGU in 2009 into the State Register of especially valuable objects of Russian cultural heritage confirmed the special contribution of the University to the culture of Russia, which is based on following the traditions, multiplying and developing the values, which pass on the national cultural code by means of education, instruction, upbringing and creation of a personality of a citizen and patriot of the Native land;
— Participation in the development of state and federal educational standards of all generations for general and higher professional (pedagogical) systems of education; implementation of standard requirements for textbooks for the whole country for general and higher pedagogical educational systems created by writing teams of our University, has become a special landmark in the history of the University.
The history of the University is a long consistent way of forming a stable open model of national pedagogical education that has historically proved professional effectiveness and demand on the part of the personality, state and society. Innovations born at the University have become its traditions as well as the basis for the upcoming innovations.
Over the past 25 years the University has gone through a difficult way of searching for a new model of training specialists for the educational system in adverse conditions: attempts to westernize Russian educational system, neglect of traditions and achievements of Russian education, alienation from the majority of the pedagogical community which has been tired of never-ending reforms. Upheavals have resulted in the following negative factors:
— Inattention to the spiritual and moral formation of the individual;
— Decrease in the relevance of research subjects, their practical effectiveness, the degree of implementation of results;
— Reduction of youth proportion in the structure of academic and pedagogical staff;
— Discrepancy between educational environment of the University and new demands of the society and educational needs of students, between predicted models of educational process organization at the University and at school;
— Dangerous lag of educational and research facilities from the required level of a modern university, as well as the level of technological equipment in Russian schools;
— Weakening of connections with social partners and positions in interregional and international cooperation.
Orientation of the University staff to overcome these contradictions, as well as understanding of the role of a teacher and the importance of pedagogical education in the formation of the country’s intellectual and economic capital determine the modern mission of MPGU.
Modern mission of MPGU
The mission ensures continuity and culture development of modern Russia by way of restoration of national pedagogical education on the basis of a harmonious balance of traditions and innovations, formation of Russian identity and professionalism of future teachers.
The University should become a platform for the formation of a new model of pedagogical education that meets academic, moral and social needs of the modern Russian society.
University graduates are aimed to embody the ideas of the renovated national education.
Goal and objectives of MPGU Development Concept
The concept is aimed to solve relevant tasks determined by the state, taking into account economic and social and cultural characteristics of Russia, world trends in science, education and culture.
The concept takes into account peculiarities, historical traditions and potential of MPGU as the first pedagogical University of Russia as well as advanced experience of leading universities in the world.
The goal of the Concept is to define strategic priorities and basic development directions of innovative educational model of a pedagogical university which is aimed to ensure the advanced development of Russian education and society.
- To identify the targets and establish the academic and methodological approaches for the creation of the relevant model of pedagogical education.
- To provide a methodological basis for the preparation of a «road map» and University development program.
- To set lines of development for social partnership, interregional and international relations of the University as Russian and world academic and pedagogical leader in the field of pedagogical education.
- To contribute to the formation of public recognition of the importance of conceptual changes in teacher training.
Strategic priorities of MPGU
The present-day situation in the national and global education can be characterized as an important stage in the formation of a new educational paradigm. The traditional educational model has outlived itself, being in contradiction with the changing society, rapid processes of technical and technological innovations and increased computerization in all spheres of life. This leads to the changes in the goals of education, in the forms and technologies for gaining and expanding knowledge, creation and transmission of information, organization of educational process, assessment tools for learning outcomes, conditions for functioning of the educational system. In order to reduce the growing gap, heuristic solutions are required for a number of cardinal educational problems.
Responding to external challenges, the University is becoming the creator of the future. MPGU creative credo is based on:
— positioning education as a way of society development (not «addition»);
— creation and implementation of a flexible model of educational environment which is adaptive to the society challenges;
— development of the system of continuing pedagogical education in the capacity of infrastructure cluster;
— forecasting, development and implementation of own educational products in the social and cultural space;
— open dialogue with academic and pedagogical community, and main public institutions;
— equitable and mutually beneficial integration of national pedagogical education with educational systems of other states.
The University heuristic innovative multidimensional educational model is aimed to provide a balance of present-day and anticipated needs and demands of individuals, family, society and the country in the following dimensions:
— social and cultural dimension (development of education as an organic part of the culture of individuals, family, multinational Russian society, as an instrument for Russian identity formation and the basis of the country’s national security);
— psychological and pedagogical dimension (development of education as an environment contributing to the personal growth of individuals throughout their life);
— social and economic dimension (development of education as an instrument for the continuous strengthening and accumulation of the national «human capital»);

MPGU student of today is a teacher of the future
The practical activity of a teacher is a complex system of relations, professional difficulties and achievements, into which a future specialist will have to enter. Understanding and consideration of them in the process of construction and implementation of the educational model of the University will enable future specialists to overcome the barriers, which are to arise in their professional activity.
The main barriers in the pedagogical activity:
— low cognitive motivation of a significant part of teachers who are not aimed at professional growth and self-fulfillment, preferring to work mechanically and unimaginatively;
— insufficient fundamental training in both the subject and psychology and pedagogics;
— lack of analytical skills and critical thinking in the description and presentation of personal professional experience;
— a narrow view on human education and development, limited by teaching only one subject, insufficient integration of the subject in human and social life;
— lack of knowledge and skills in practical conflict management; lack of attention to the psychological support of a teacher and to the process of professional «burnout» of a teacher;
— underestimate of students’ life experience and the role of a teacher’s personal experience as an important component of professional activity.

- Development of students’ interest in knowledge requires strengthening of philosophical aspects of cognition in the educational process, realization of systematic and interdisciplinary approaches, teaching of self-education methods and techniques.
- Deepening of fundamental background, application of universal methods of analysis and forecasting, involvement of students in project and research activities at all stages of education.

Main directions in the formation of the University new educational model
The University new educational model is aimed at the advanced training of specialists for social sphere. In order to create and realize the model the following measures must be implemented.
In the educational process:
— to strengthen analytical and forecasting activities in the study of society needs and demands in the sphere of education;
— to actualize the development of varied models of specialist training for the educational system on the basis of monitoring its contents and training technologies;
— to modernize educational programs with regard to the development of science, needs of employers, interests of the individuals on the basis of variability and individualization;
— to develop the practice of creating an accessible educational environment for people with special needs;
— to strengthen the fundamentality of pedagogical education on the basis of science and education integration;
— to develop a system of practice-oriented, psychological and pedagogical training for students, including work with different categories of children;
— to organize work on the creation of educational and methodological support for academic exchanges by developing education programs in foreign languages;
— to develop and implement a program for a large-scale introduction of new educational technologies and forms of organization of educational and research activities;
— to develop e-learning environment, including creation of portfolio for each student;
— to improve the institute of adaptation and support for young specialists;

— to expand forms of social partnership in the process of specialist training for organizations of social protection, culture, science, business, and law enforcement;
